The Tamilnadu Prevention and Control of Water Pollution Board was constituted by the Government of Tamilnadu in pursuance of the Water (Prevention and Control of Pollution) Act, 1974. Any enterprise or business doing any commercial activities in Tamil Nadu is required to obtain prior permission from the Tamil Nadu Pollution Control Board so as to ensure that it acts in accordance with regulations set up by the Tamil nadu Pollution Control Board.
Before initiating any industrial operation, facility, or manufacturing process, obtaining a "Consent to Establish" is the essential initial clearance required.
All Industrial / Commercial Establishments shall obtain Consent to Establish in the first step before establishing the unit. After obtaining Consent to Establish and one month before commencing the Operations the project proponent shall apply for Consent to Operate after fulfilling all the conditions in the Consent to Establish
The project proponent can apply for consent only online through the Online Consent Management & Monitoring System (OCMMS). Applications will not be accepted offline. The web portal for online consent applications is http://ponocmms.nic.in/. OCMMS is a web-based software package for automating the workflow associated with consent management and monitoring, which is one of the basic functions of the PPCC.
After submitting a complete application, the project proponent's site will be inspected by PPCC officers. The subject will then be presented to the appropriate committee for a decision. Consent for establishment will be issued for a validity period of five years for non-EC cases and seven years for EC-attracting cases for applications that are complete.
If the project proponent is unable to complete the project establishment within the stipulated years, they must apply for a CTE extension one month before the CTE expiration. CTE extension will be granted after field inspection by the concerned Officer. As per the EIA Notification 2006, 38 categories of industries must obtain Environmental Clearance from the Ministry of Environment, Forests and Climate Change, Government of India or the State Environmental Impact Assessment Authority, Government of Puducherry.PPCC will issue consent to operate directly to projects that attract EIA notification 2006, subject to receiving environmental clearance from MOEF&CC/SEIAA and satisfying the siting criteria and all other requirements. Consent to Establish is not necessary for such projects.
