The Interstate Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979 (IMWA) is a law enacted by the Indian Parliament to regulate the employment and conditions of service of interstate migrant workmen. The act applies to all establishments that employ 5 or more interstate migrant workmen.


The objectives of the IMWA are

  1. Form No 1 (downloaded/digitally signed)
  2. Copy of Contract agreements between the Principal Employer and Contractors
  3. Copy of Contractor License issued by concerned authority for recruitment of migrant workmen in home state
  4. Form No IX (downloaded/digitally signed)
  5. Form No VI issued by Principal Employer


Procedure for Interstate Migrant Workmen Act Registration:

Follow these steps to register your establishment under the Interstate Migrant Workmen Act:

  1. Apply Online:

    • Fill out the application form accurately, providing details about your establishment.
  2. Upload Documents:
    • Attach mandatory supporting documents, such as business registration proof and identity proof.
  3. Pay Fees and Submit:
    • Pay the registration fee online.

  4. Official Review and Processing:
    • The registering officer will review your application and documents.

    • An inspection of your establishment may be conducted.
  5. Inspection and Report:
    • If an inspection is needed, an officer will visit your establishment to assess compliance.
    • A detailed inspection report will be prepared.
  6. Registration Certificate Issuance:
    • Upon successful verification, you'll receive a registration certificate number.
    • The digital certificate will be issued.
  7. Download Certificate:
    • Download the certificate from your online account.
    • Print and display it prominently at your establishment.

Interstate Migrant Workmen Act Renewal

Registered establishments and licensed contractors must renew their registration and license every 3 years under the IMWA. The renewal process is also relatively simple and can be completed online. The Contractor employing migrant workmen has to apply for renewal not less than 30 days before the date of expiry of licence in Form IX. along with the prescribed fees to the concerned Deputy Director-ISH, through online portal.
